VOSI SLIP & FALL STANDARD V41.23D-99
FOR
EXTERIOR SLIP RESISTANT BOARDWALKS & DECKS

1. SCOPE

1.1 This Standard covers the static coefficient of friction (SCOF) requirements for boardwalks and decks in order to be called "slip resistant " under both dry and wet (water) conditions using a Monarch EVA sensor.

2. REFERENCED DOCUMENTS

2.1 VOSI V41.21, "Universal Specification / Test Method for Slip Resistant Walkways, in the Field and Laboratory, as Measured by a Drag Type Friction Tester".

2.2 VOSI V41.22, "Universal Specification / Test Method for Slip Resistant Footwear, in the Field and Laboratory, as Measured by a Drag Type Friction Tester".

2.3 VOSI Research Report RR1-V41.20.7: "Humidity Correction Factors for Leather & Monarch EVA".

2.4 VOSI Research Report RR2-V41.20.7: "SCOF of Plastic Lumber & Wood Boardwalk Materials".

3. TERMINOLOGY

3.1 All uniform definitions of terms, that affect public safety, are stated in 2.1 & 2.2.

3.2 Slip Resistant Boardwalks and Decks-A walkway surface having an average SCOF between standardized Monarch EVA and a level, dry or wet (water) surface of 0.40 and 0.30 minimum respectively when using a sensor pressure similar to walking sole pressure [(69-173 KPa (10-25 psi)]. Dry SCOF / Wet SCOF = 2.0 max. (ref 2.4). Correct the measured SCOF to 50 % relative humidity (ref 2.3).

3.3 Slip Resistant Athletic Footwear-Footwear worn on decks and boardwalks having a minimum 0.60 dry SCOF against the Primary Standard Polypropylene (leather) Test Panel (ref.2.2).

4. SIGNIFICANCE AND USE

4.1 This Standard is based on using reference 1 & 2 for measuring the SCOF of boardwalks, decks and athletic footwear. This method correlates with slip / fall accident rate.

4.2 Public boardwalks and decks should display the following warning:

CAUTION - Boardwalks and decks may be slippery. Slip resistant athletic type footwear should be worn.

4.3 The public's safety requires that uniform specification / test methods by used when measuring the SCOF of walkway and footwear surfaces in both the field and laboratory.

5. KEYWORDS

5.1 Slip Resistant Boardwalks, Slip Resistant Decks, Slip Resistant Athletic Footwear, Static Coefficient of Friction (SCOF).

The STANDARD is under the jurisdiction of Voices of Safety International (VOSI) Committee V41.20 on "Pedestrian Slip Resistance Requirements for Walkways and Footwear", Task Group V41.20.7, "Slip Resistance Requirements for Exterior Boardwalks and Decks".
